I kind of like the idea, but it's a bit giving him the award for having the heart in the right place not for really having done anything.

I'd preferred it, if they'd given it to someone like Shirin Ebadi again, where the money and the fame really helps to keep much needed organisations in a totalitarian country alive.
But maybe it'll help Obama to get his reforms through in the US, so there could have been worse choices (giving it to Bush would have been a travesty).

Well yes and no. He has done a fair bit - the Cairo speech f.ex. - so I guess it can be seen as a 'don't f*ck it up' kinda signal?
