Because the audience loves Wilf, and if Wilf were (justifiably and logically) angry with the Doctor about what he did to Donna, the audience might actually start to question whether the Doctor did the right thing! 😨 Sylvia has never been that popular, so her anger is much easier for people to either dismiss or see as just more of RTD's 'comic' treatment of mothers.
