(With the exception of the Falklands war, I suppose. But I don't think Thatcher would ever play the #womancard, or that anyone would accuse her of being 'emotional'.)

The people of those places are British and do not want to be part of Argentina or Spain.
Also Galtieri started that war; in order to keep himself and the Junta of right-wing generals, whom the Americans supported in power; even after the war started against their democratic allies, not Thatcher.
So the near 100% mark stands.
Though Golda Meir and Indira Ghandi may have strong claims to be on the list.
Mind you, if starting a war on British workers, and the human and civil rights of her Queer citizens counts...
