Series 9 had half the stories because of the Hybrid theme.

For example, the Library episodes lay out Moffat's reign pretty well.

And I think he was more involved with S2 of Torchwood than S1, when it came to running it, at least. I think with Broadchurch they took a risk on what-ever-it-was-they-did. And most people kept watching.

Keep in mind Chris Chibnall had marketed Broadchurch as Gracepoint in the States and that failed because of the changes. Which were only done because the ending had to be different from the original to avoid spoilers.
Random fact: Eve Myles was in both shows. I thought Gwen could get emotional. She's got nothing on Claire.:o
