Fic is being awkward.

"I never call it writer's block, though. I don't know why, but I sort of react with revulsion to that phrase. I imagine it to mean sitting there with No Ideas At All. For me, it feels more like the ideas just won't take the right shape or form."
Russell T. Davies, The Writer's Tale

The great Welshman speaks the truth.

One of the best books on writing I've ever read. I keep recommending it to friends who are writers but not Doctor Who fans, and those who have picked it up love it, mainly because a number of them have found themselves saying, "Oh, god, that's so true."

See, when I think of writer's block, it is that the words won't come together. More often than not, I'm full of ideas but they just can't seem to come into story existence.
