This is something I've felt true of Moff's run in general compared to the RTD years.
I'm not sure if they have more money, or if it's the directors, or what, but yeah, same here. Although f.ex. the Library episodes are GORGEOUS - but then they were directed by Euros Lynn who's a god or a genius or something. ETA: Actually, re. the cinematic scope, then this two parter was scheduled for S5, but they ran out of money - and it's an EXPENSIVE episode - so it was moved to S6. With some re-writes of course.

Plus there's definitely been that conscious aesthetic shift. Say what you will about the technicolor cartoon-y look of the RTD years, but that was something they chose.

Darcy actually commented on this re. the sick bay in the latest ep - how it was obviously done quite cheaply, but it still looked very good! (He pays attention to this stuff...)

Yep. I'm one of those people who think that Gaiman is going to be solidly classed into the Enduring Works category years from now. His storytelling is just so... rich, multi-faceted. (I have a touch of hero worship, I know)
