They are poppies indeed, and most people (I've got one on my coat!) wear them from the end of October and until Remembrance Sunday. The tradition was started after WWI, but it's a very inclusive symbol, representing all soldiers really, in all wars, although WWI is obviously the touching point. I think it's a beautiful tradition. :) (More info here.)
