It's one of the ways you can avoid avoid copyright claims - insert enough dialogue that the owners of the song can't easily claim, while having music to make sure the owners of the programme can't easily claim either.

I suppose, but... I don't like it. :( (Except for, say, Margarita_Life, who uses instrumental tracks, and the dialogue is used to shape the narrative, different clips 'talking' to each other.)
