If you are under 70 in Britain the odds are that you grew up with it. There just weren't many other channels back then (only one other channel even existed in 1963) and that creates a very shared experience.
The story was full of plot holes and galloped at such a pace that it was hard to work out what was going on. But it fit neatly with the Beeb's centenary, looking back to celebrate and forward to a confused and unknown future.

I have watched enough Classic Who that I got 98% of the references. Ahhh, it was lovely. And beautifully done, since it clearly worked for those who didn't know the backstory. :)
