Actually, Nero wasn't, at least as far as the big fire of Rome was concerned. Contrary to pop culture, according to Tacitus - NOT a fan of the Julian-Claudian dynasty and given to flattery of same -, Nero, who was in Antium at the time the fire started, returned to Rome, and organized relief efforts for which he paid off his own funds, Nero's contributions to the relief extended to personally taking part in the search for and rescue of victims of the blaze, spending days searching the debris without even his bodyguards. After the fire, Nero opened his palaces to provide shelter for the homeless, and arranged for food supplies to be delivered in order to prevent starvation among the survivors. Haven't seen Cameron doing any of this.

(And then he ordered the Christians into the arena. One doesn't preclude the other.)
