Well yes - but I suspect that he genuinely thinks Angel is a good guy. Which... Well. He tries, but he fails - constantly, continually, and he never really learns. Don't get me wrong, I love him (Angel) to pieces, but I'd never call him a decent... Like once told Buffy, it's not the demon in him that needs killing, it's the man.

And I don't think Joss gets that, which is beyond weird.
