Amy and Clara have both mentioned the Doctor's lack of social skills. Clara must have got so fed up that she put her teacher skills to use and gave him apology/etiquette cue cards and even then he couldn't do it right:D

Originally Ten was suppose to "fall in love" with the champion after Martha because he would be emotionally available. I do think they had admiration for each other which is what the Doctor needed at the time. Rusty did say the Doctor did love Donna.
