This makes sense and is clearly canonical. It feels game-changingly canonical in the same way as the throwaway line in “Deadly Assassin”, though, so it may take me a while to get used to it. Both Three and Four (and Five and Seven, for that matter) might have been thought too seriously injured to regenerate, and yet they did, so... new canon, new rules! :)
