That is a very good point. My early hypothesis about the return of Gallifrey was that it would come back in absolute ruin, leaving it largely powerless and susceptible to power plays by people who promise to get that nice universal supremacy back. And it could still play out like that. But Clara as one of the new guardians of Time (small G, one assumes, although there is all that "egg" stuff) . . . yeah, that has a lot of possibilities too.
