"Listen" does seem to be setting us up for the idea that "Time Lord" is a conferred rankāor, perhaps, that that's one of the things "Time Lord" means. That could be the lead-up to the idea that a human could study at the Academy and become either a Time Lord or the functional equal of a Time Lord.
But if that's where we're going, I don't think that Clara's story can really stop there. Become a Time Lord, yes . . . and then do what with it? Change Gallifreyan policies? Get her own TARDIS and go adventuring? Get young Time Lords excited about the universe by teaching Greater Galactic Mythology at the Academy?
