If they go back & change history, the current people will never have existed. It's along the same lines as the conundrum as every time the Companion says 'Can't we go back in time?' and the Doctor shouts about being part of events. Oh, or look at 'Before the Flood' and the accompanying S8 episode, Under the Lake? Rewriting time
. In this case, it'll cost people's lives. Like the Weeping Angels, its bloodless murder, yet worse. 'Is never existing better than a life in pain?'
